As a partner in El Paso County’s
Early Childhood System of Care for children birth through five years
old, Project BLOOM promotes healthy social-emotional development,
intervenes early with at-risk children/families, and provides high
quality, sustainable services to children with serious emotional
disturbances.

- Sustainable funding for early childhood system of care
- Access to quality, affordable early childhood MH services
- Wrap around/care coordination in a complex system

We need you! Please help us develop, improve, and sustain a system
of care that meets the social and emotional needs of our community’s
youngest children. Let us know if you are interested in joining any
of the following:
- Family Involvement Committee: Family members, caregivers, youth
involved or interested in reforming system of care for 0-5 kids
- Local Community Governance Team: Large stakeholder council,
representing agencies, families, youth, policymakers, advocates,
etc. interested in system of care for early childhood
- Evaluation Advisory Committee: State-wide committee to evaluate
the outcomes of the new system of care; will guide how families are
enrolled and followed over time for research purposes
- Access & Service Delivery Committee: Partners who will develop
cross-agency procedures for:
- single point of entry for system
- screening, assessment, & eligibility
- training & implementation of wraparound
- Clinical Consultation Group: Front-line
providers & supervisors looking to improve competence with children
birth through 5
